In Simple Terms
During post-season and tire testing sessions, teams can only use new parts or software if they directly help test the tires themselves. They can't use these tests to secretly develop and gather data on other car improvements unless the FIA specifically approves it.
- Test parts and software modifications are restricted during post-season and tire testing
- Any changes must be directly related to tire testing purposes only
- Teams cannot use testing sessions to develop and evaluate unrelated car upgrades
- The FIA can grant exceptions if they specifically request certain tests

For Post-Season Test and Out-of-Competition Tyre Testing: No test parts, test software or component changes will be permitted which give any sort of information to the Competitor that is unrelated to the tyre test, unless specifically requested by the FIA.
