OSPUC Legacy Design Upload

When a car part becomes restricted (OSPUC) for the first time in a season, the team must upload their design from the previous year to the official server by July 15th of that previous year. This creates a record of what the design looked like before the restriction was put in place.

• Applies when a component receives OSPUC status for the first time in a given year
• Teams must submit the preceding year's design (N-1) to the FIA server
• Deadline is July 15th of the year before the restriction takes effect
• Creates an official baseline design record for compliance verification
