In Simple Terms
The FIA can change the specifications for the DSPUC (a technical component) at different times during the rule-making cycle, but they need approval from the teams. Changes made well in advance need 50% of manufacturers to agree, while changes made closer to the season need 75% agreement to ensure fair notice.
- Changes before N-2 January 1 require only 50% manufacturer consent (made furthest in advance)
- Changes before N-1 January 1 require 75% manufacturer consent (made closer to season)
- DSPUC specifications are formally defined in FIA documents C005 and C006
- Stricter consent requirements apply for changes made with less preparation time

FIA defines DSPUC specifications in FIA-F1-DOC-C005/C006. Changes before year N-2 January 1 require 50% manufacturer consent; changes before N-1 January 1 require 75% consent.
