The order they choose is then documented in official reporting guidelines that teams must follow.

In calculating Relevant Costs, the order in which costs must be excluded pursuant to Article D5.1.1 and adjusted pursuant to Article D6.1.1 shall be determined by the Cost Cap Administration and set out in the Reporting Documentation.
