In Simple Terms
The Cost Cap Administration watches over the rules about acceptable benefits agreements (ABAs) to make sure teams follow them. If a team breaks these rules, it's treated as a serious violation and sent to a special panel to investigate and decide on punishments.
- The Cost Cap Administration is responsible for monitoring all ABA compliance
- Breaking ABA terms counts as a distinct breach, not a minor infraction
- Non-compliance cases are automatically referred to the Cost Cap Adjudication Panel
- The panel will hold a hearing and make a formal determination on the violation

The Cost Cap Administration will oversee implementation and monitor compliance with ABA terms. Failure to comply shall be treated as a distinct breach and referred to the Cost Cap Adjudication Panel for hearing and determination.
