In Simple Terms
If someone who isn't directly involved in a hearing wants to watch, they need special permission from the President. However, they're only allowed to observe silently—they can't speak, present arguments, show evidence, or ask questions during the proceedings.
- Third parties require President's explicit permission to attend hearings
- Observers have no active participation rights in the proceedings
- Observers cannot submit evidence, make statements, or cross-examine witnesses
- This rule maintains confidentiality and focus during official FIA hearings
